Simon Cusack is a qualified civil engineer with 25 years’ experience, including around 15 years working for the former Roads and Traffic Authority (now RMS). Simon also holds a Masters of Engineering Management (with a focus on risk and project management) and an Executive Masters of Public Administration. In April 2013, Simon established Cusack Project Services, providing management and advisory services to the transport sector, before merging with Hillard Civil to form CCHD in April 2014.
CCHD have established a solid reputation in the NSW transport sector and have gained entry to the RMS traffic signal and road design panels, the estimating panel and the project development and delivery manager panel with the Greater Sydney Program Office.
Simon is regarded as a major road projects specialist, especially for development phase projects. Over the past three years, Simon has been entrusted by RMS (and WDA) to take the lead role (Project Manager/Senior Development Manager) on some of the most critical development (concept design and environmental assessment) projects, including the M4 Smart Motorway, WestConnex, M1 Pacific Motorway and The Northern Road upgrade as well as upgrades of the Pacific and Princes highways.
Simon has a comprehensive knowledge of both RMS process and Government expectations in relation to the development and delivery of major infrastructure projects. Simon has lead teams and directly managed on behalf of RMS (and more recently with the private sector) concept design, detailed design, traffic studies, environmental assessments and related activities including community consultation.
Simon has unique Project Assurance experience having managed business cases for RMS, prepared business cases for RMS and TfNSW as a consultant and undertaken Assurance (Gateway) reviews of transport infrastructure projects (TfNSW & RMS projects) as an approved Gateway Reviewer for TfNSW.
Simon has extensive knowledge of RMS policies, procedures and guidelines including ECM Sections 4, 6 & 7 relating to PSC, GC21 & D&C procurements. Over the past 3 years, Simon has prepared tender documents and completed tender assessments for RMS for concept design, detailed design, environmental assessment, construction and Design and Construct contracts with RMS. Most recently, this has including supporting the D&C’s for The Northern Road and WestConnex Stage 3.
